SwimSafer 3.0

The SwimSafer programme is Singapore’s national water-safety and learn-to-swim initiative, designed to progressively teach swimming proficiency and vital survival skills in a fun, structured way.

What SwimSafer Covers

  • 6 progressive stages (Stages 1–6, Bronze, Silver, Gold), each ~12 hours
  • Core focus: Developing confidence, stroke refinement, water survival, and rescue techniques
  • Participants learn:
    • Safe entry/exit and sculling
    • Proper strokes and breathing techniques
    • Survival swimming (floating, treading)
    • Rescue skills and use of floatation devices
    • Advanced survival tactics (e.g., using clothes as floatation, dark-water survival, Heat Escape Lessening Posture)

Who It’s For

  • Open to children (usually 5+) and adults.
  • Primary 3 students in MOE schools undertake SwimSafer as part of their PE curriculum
  • Over time, it has evolved: introduced in 2010 and enhanced in 2016–17 to become SwimSafer 2.0 

Theory & Assessment

  • Blends practical swimming with a theory quiz, reinforcing water safety awareness
  • Participants must pass both components to receive an e-certificate for each stage, downloaded via FileSG

Managing Assessments & Registration

  • Run by SportSG/Singapore Aquatics, with certified instructors and assessors
  • Recently transitioned to a Centralised Assessment Management System (CAMS) for streamlined enrolment, scheduling, and certification starting July 1, 2025
  • Assessments take place at ActiveSG pools and approved private facilities 

Why It Matters

  • Aims to reduce drowning incidents through practical survival trainingProvides uniform assessment standards across all providers and schools  .
    • Ensures certification is recognised nationally — such as for school camps, kayaking, and other water sports.

 

How to Get Started

School enrollment:

 Primary 3 students register through their MOE school.

Private lessons:

Accredited SwimSafer instructors/swim schools can register participants independently.

Use CAMS:

From July 2025, all registrations and assessments are conducted via the centralised CAMS platform
